Kok Chin Tay
Chairman
Kok Chin is Chairman of the Smart Cities Network. He is also the ASEAN leader of US-based Smart Cities Council, the world’s largest network of smart cities ecosystem stakeholders.
Kok Chin has led Smart Cities workshop for Sarawak State Government, Semarang, Jakarta and the Philippines government, with strategic MOU partnerships for inclusive and Sustainable Smart Cities globally. In his last corporate role, he was ASEAN leader for the IBM Smarter Planet and Smart Building Global Alliances and project managed the Smart Cities Challenge for Singapore 2012.
Adrian Oey
Honorary Secretary, DPO and Chair of Cybersecurity
Adrian co-founded the Smart Cities Network Ltd (SCN) in 2018 and has been actively involved in the Executive Committee since its inception, currently serving as the Honorary Secretary. He is also the Data Protection Officer for SCN, as of 2019, while also leading the Cybersecurity sub-committee in SCN.
Adrian is a CyberSecurity professional with more than 23 years of track record, having worked in MNCs and reputable system integrator companies. Throughout his career, he has held roles in systems integration, consultancy, pre-sales support, partners enablement training, end-user training, and team leadership.
Mamoon Reza
Vice Chair of Cybersecurity
Mamoon has over 23 years of experience, working in ICT and information security. He is one of the co-founders of Certigo Pte Ltd – a Singapore based start-up in Cybersecurity.
Prior to his move to Singapore in early 2017, Mamoon worked in network engineering, network security, design, architecture, service management and more recently in cybersecurity consulting. During his career, he has worked across various sectors such as telco, finance, retail, technology and consulting.
Apart from Cybersecurity, Mamoon has a keen interest in sustainable living. He believes that working with SCN gives him the unique opportunity to use technology in achieving UN’s sustainable development goals. This will result in positive impact, not only on the current generation, but also on future generations
Srikiran Raghavan
Exco & Head of Marketing
Kiran Raghavan is an industry veteran with over 20 years in the information risk management, healthcare and online marketing domains. His career has spanned Facebook, EMC and Ernst & Young. He also loves working with entrepreneurs, having been one himself, with his own information security startup in 2008.
Most recently, Kiran led the regional strategy for Facebook’s Marketing Partners Program across APAC, bringing him in contact with marketing strategists and entrepreneurs across the region.
Kiran now spends his time driving the goals of the Smart Cities Network, a community of individuals committed to building a sustainable and inclusive smart Singapore.
Eric Loh
Vice Chair of City Planning and Build Environment
Eric Loh has more than 20 years of experiences in ICT industry, having worked at multinational corporation, government link enterprise, public listed company, Singapore SME as project manager, head of department, sales director, vice president sales and business champion before joining G Element as Vice President. Graduated with a degree in electrical and electronic engineering Nanyang Technological University (majoring in communication), Eric had since been involved in various smart buildings and cities technology, local and regional projects, in sales, consulting and deployment roles. Currently, Eric is also the Exco member of Smart Cities Network Ltd, of which mission is connect different smart cities ecosystem partners for knowledge sharing, networking and create business opportunities.
Calvin Tan
Exco Member
Calvin has over 30 years of experience in the Technoloy related solutions and in the Human Capital development in the ever changing world. Calvin has previously hold many senior international & management positions in MNC like IBM / Lotus Development, Sun Microsystems, City & Guilds International covering different sectors from education, logistic, retail, healthcare, built environment, smart solutions.
Calvin has personal experience with his own regional IT / Software Development startup and in various roles consulting and supporting startups in their entrepreneurial journey.
Calvin is currently a certified Tud Suv Management Consultant , Certified Workplace Learning Specialist, Skills Future Mentor for Enterprise Singapore's SME grants and projects
Andrew Low

Andrew currently contributes to Charity Foundations, is a director of Smart Cities Network, and advises Tech Startups.
Andrew has good experience and successes with Startups and MNCs in the areas of Customer Success, Digital Transformation, Services/Solutions, Business, Operations and Transformation/Change Mgmt.
Andrew’s experience, skills and successes were gained in Asia-Pacific and Global roles working in Services business, with enterprise customers, in turnarounds, transformation/change, merger and operational roles in HP, Compaq, Nokia Networks, Nokia Siemens Networks, Cisco, Motorola Solutions and more recently with Startups
Ender Jiang

A techno-philosopher, telecommunication engineer, futuristic storyteller, and life explorer, Ender has always been creating unique communication and storytelling experiences via cutting-edge technologies. During his career in the past 15 years, Ender has been one of the pioneers in areas of augmented reality (AR), virtual reality (VR), holography, mapping projection, etc.
In 2014, Ender founded Hiverlab, a pioneering info-comm media technology company based in Singapore, specializing in content creation, application development, and proprietary platform innovation with immersive technology (Virtual and Augmented Reality). Hiverlab's goal is to make the immersive content creation process more accessible, user-friendly, and cost-effective to everyone in the world. With a strong background in both content and technology, Ender and his team strive to advance storytelling and communication experiences with media technology, to create social impact and enhance human cognitive capabilities.
Alena Chow
Exco Member
Alena has over 17+ years experience in Enterprise solution and Business Development roles in the Information Technology (IT) industry across various sectors such as Healthcare, Manufacturing, Services and Engineering. Her career spanned across Enterprise solutions from IBM, HP, Alcatel Lucent, 3com, and EMC, serving corporates and SMEs. Her later career of 7+ years was in the M.I.C.E industry She founded Ascension Connex Comms Pte Ltd in June 2013, a Singapore SME focused on Audience Engagement in meetings, seminars and conferences planning.
Alena is part of the co founding team of Smart Cities Network (SCN) and is actively involved in the executive committee. She is the Vice Chair of Marketing / Events. She believes in using technologies prudently and effectively to build smart buildings, smart cities to serve the common good of the marketplace.
She spends time working with SCN’s members and eco partners at their knowledge sharing workshops and seminars, to achieve predictable measurable meeting outcomes in implementation of SCN goals.
